# Adding a public image uploader

What programming knowledge would be required to allow the public to upload images to a server and dynamically add to a flash content so that the public can see it?

I would like it to be as simple as PHP + Flash, but I hear there are better options?

And if there is a good solution, may I have a reference website to learn the programming language(excluding AS).
