it is something, i think, that should be not be left unresolved

yes, personally, people like me would resort to FLASH banners nowadays…  
but specifications and standards state that there MUST be a backup GIF for every flash banner created… so this is unavoidable…

if there is an explanation somehow, pls post a website link or better yet, a document that could support this issue
