# Any way to make Shockwave games for free?

I’ve been playing around with making Flash games for a couple years now, and I didn’t want to pay for Flash, so I’ve been using FlashDevelop and Flex for free and it’s been great. Now I want to try making 3D games for the Shockwave Player but I don’t want to drop a grand on Director (or risk publishing something illegally)- is there any Flex-like program that lets you code apps for the Shockwave player for free, or is using Director the _only_ way to make apps for the Shockwave Player?
