# AS3 :: Making Preloader Always Play

i have a 12 second animation (preloader)

with a fast connection it zips through it and you barely see the animation, with a slower connection you see the full animation.  
wondering if theres a way to always have the preloader show the entire animation regardless of the connection speed?
