I just want to know if there is a way to setup your page so that the required flash plugin automatically begins to downloads for users that don’t have the flash plugin. (you know that window that pops up on some sites asking if you want to always trust content from Macromedia etc.)

I’ve searched these forums already for the answer and didn’t see it and I’m not looking to set up a redirect to a html page. I know how to do that.

I’m pretty sure Flas hdoes that for you when you publish your movie, using flash.  
The generated HTML page has the code to notify the user that he needs Flash in order to view the page, and makes the appropiate link available to the user.
