resize box…

i know there are a few forums about this…but on the site above…he provided a fla showing us how he designed it…but for sum reason i still cant get it to work does anyone know what i might be doin wrong? am i missing sumthing???

(to clarify)…the fla. i downloaded works fine…but when i try to recreate it ,it doesnt work…i even copied the frames then tried it that way and it still doesnt work…if anyone can help please do…
