# Button symbols or movieclips?

I would like some advice on how best to construct the following as far as using button symbols or movieClips and using AS3. I know this very elementary but I am not that well versed in AS3. I have a toolbox graphic that has text links that need to work as buttons. My question is should I place the graphic in a moveClip and make the buttons movieClips or button symbols? Or, how would some of you do this? I imagine there will be some rollover effect on the text but I am not 100% certain.
