Hi everyone,

I have a question on an assignment that I am kinda stuck on:  
“Is it possible that a PC with a 3.2 GHz Pentium 4 CPU could outperform another PC with a higher clock speed (say 4.0 GHz) Pentium 4 CPU? If not, explain why not. If yes, explain under what conditions it would be possible.”

Could someone perhaps point me in the right direction on this one?
