is there a program that can make pictures made of pixels to convert to vector. i have seen many sites with like vector movies and vector pics. How do they do that?

adobe streamline does it. there are also filters for premiere and after effects that give the appearance of vector drawings to digital video.
i assume you are talking about that car commercial where they go from video to an animated look.

yeah sort of like that. i just want to take a picture and make it vector.

yeah, there is simply nothing like Streamline (in my book).

so i guess streamline is the thing for that. how much is it?
