# Creating cartoon-like characters

I’m not sure this is the right forum, but anyway, here’s my question:

I can’t stop wondering how the guys at [www.tokyoplastic.com](http://www.tokyoplastic.com) created what they created. Let’s take a look at that little head-banging Japanese fellow at the bottom of their site. What program did they use to make this? I mean, what could it be? Just Flash? Has anyone any idea? Also, their menu system is kind of complex and looks like a frame per frame animation, but how did they start?
