# Creating textures in Photoshop

I need to create a texture in photoshop like the photo attached. I want to use this texture in Flash as a bitmap and I want to be able to change the color but still maintain the texture.  
So first things first, how to make a texture like this in Photoshop. I am using CS3 Extended.
