# Dragging a movie clip

I am creating an interactive mat that has a main map movie clip and in that movie clip are several more movie clips that change color when clicked. I implemented dragging in order to pan across the map while zoomed and now the other movie clips are no longer functioning, since they are nested in the main map movie clip. Is there a way to only drag the movie clip when the mouse is moving and if it is not moving change the color of the othe movie clips?

I am working in AS2.
