how do you make that brilliant blur effect shown on so many sites e.g. at the begining of [flashlevel.com](http://flashlevel.com) the pre loader blurs out.

I know the effect uses photoshop and I’ve tried so many times but I don’t get a very smooth result.

Any help would be appreciated.
