If I’m using nested MC’s does each nest add additional frames towards my limit?

Example:
MC"Wheel": loop of a wheel rotating = 10 frames.
MC"Driver" : loop of a driver blinking and moving his arms = 40 frames.
MC"Car": multiple “wheel” and a “Driver” bouncing around in a car frame= 15 frames.
The “Car” MC placed on the stage. = 1 frame

Would flash have used 60+ frames for each element?
40 frames for the longest element?
or just the 1 frame on the stage?

I’m just tryin to understand this clearly.
