you could do this with a motion tween.

but please elaborate for us…

Alright, a glow effect. Flash doesn’t have these options but you gotta love flash because there’s always a way to get around.

Let’s say you have a circle in one layer. You copy the circle, and paste it in another layer (under the top one) and you make this second circle bigger than the other and change your color of the circle to like white or something. Then, select this circle and go to modify \> shape \> soften fill edges \> and play around with the settings. 5 and 5 distance/steps should do it :).
