# How to make a website to create flash banners?

Hi forum, I have a question for you. I want to make a website or a tool to create Flash banner. If I have a swf file, this swf file calls a xml file to load images, text… Now I want to publish a completed swf file with images and text on stage without xml file.  
For example: [http://www.123-banner.com/creator.php?ba=p](http://www.123-banner.com/creator.php?ba=p)  
My questions: can I do that with actionscript?

- how can I do that?
