# How to make this image effect?

Hi people! i would like to know if anyone can point me a way to acomplish [this](http://aquagirl.ne.jp/chandelier/5th/) image effect?  
The image comes from the black color but it is not a simple fade out. I think its made with actionscript but im not sure.
