# How would I duplicate this effect in photoshop?

I have been trying for a few days to duplicate this effect but my results are less than desirable.

I have tried using B/W image Posterizing then using the cutout effect. This would seem to work the best but doesnt look like theres do.

If anyone has any insight le me know =D
