# HTML Frames or No?

My website has a long banner-like logo across the top of every page and a menu underneath. The logo is a .swf and I only want it to load once but appear on every page. Should I use frames, iframes, or something else to achieve this? I don’t want an additional scrollbar other than the one on the right like every site has I just want it to seamlessly continue from the logo and menu to the content underneath. If it makes any difference, I prefer tables to CSS because it’s easier for me to manage the type of site I have.
