I’m not aware of any cameras which record to Flash’s format, likely due to its proprietary nature. ---

Is it possible to build Media Encoder application using flash ? ---

If you had access to the VP6 codec specifications and a lot of experience with the C language (or similar)… possibly? Though given how slow the Flash video creator app is, I would wonder if real-time encoding is not currently viable with the FLV format… I doubt if it would be viable (would it even be possible?) to write a video encoder within Flash itself.
