# I've got a question about making flash sites

okay, lets say that i’m going to make a full flash site (infact i am) and the navigation bar alone has 2 layer while the transition effect has 3 layer. how do i actually make the navigation bar and the transition without having to create lots of layer. can someone help me with it? thanks in advance!
