didn’t know where to post this mac question so sorry if this ain’t right

on my mac at work, using Tiger, icons and menu options have a black border around it when you select it. This just began happening yesterday, anyone ever came across this?

also in the apple menu, the last 3 options

restart  
shut down  
Log Out Robert

are all repeated so I get

restart  
shut down  
shut down  
Log Out Robert  
Log Out Robert

Anyone came across this before and are these 2 connected do you think?
