# Make page adjust to screen resolution

I know this is a common topic and I did look around for it. I thought I knew what to do, but it did not work.  
I designed a site and the graphic area is 800 x 700. However, when my client viewed it, it looks very small on his screen because he has an astronomically high resolution set and his monitor is old. Also, I suspect he might be using an old version of IE, no later than IE 6. I went into Dreamweaver and set table properties to 100% (height and width), but he idicated that it still looks small. In my code, it said that width was 100% and then in another spot in said width = 100 with not % sign.  
**What else can I do besides setting the table widths to %?**

Any help would be greatly appreciated and will help me with further sites. Also, any other help related to this topic would also be greatly appreciated.
