The buttons are inside a movie clip. When you click the _Load Menu button_ it plays the movie until it hits a _Stop_ command. You can then click any NEW button on the stage.
Click the _Load Menu button_ again and it will play the _outro_ for the buttons.

Okie, I’m more or less done. There are still a few things to fix, but the idea is there.

As I said, there are still a few problems, especially because I had to stick with the way the file was constructed, with this system of targets, which is not very practical.

I gave a shot at creating something similar a while ago.

look in the playground section and select the ‘zoom/scroll menu’
