# Need Help creating a couple of effects

I was hoping someone could help me figure out how to create the effect on the soldier in the flash banner at- [http://www.templatemonster.com/website-templates/12175.html?PHPSESSID=805f596009fdb500aa571fade8bd0d1e](http://www.templatemonster.com/website-templates/12175.html?PHPSESSID=805f596009fdb500aa571fade8bd0d1e). It looks like a liquid effect but i dont know. I was wondering how the star effect was created in [http://www.templatemonster.com/website-templates/11356.html?PHPSESSID=805f596009fdb500aa571fade8bd0d1e](http://www.templatemonster.com/website-templates/11356.html?PHPSESSID=805f596009fdb500aa571fade8bd0d1e), i thought it was just a masking effect at first but i cant figure it out. If anyone could send me a tutorial or if someone knows how to do this and could tell me i would greatly appreciate it.
