# Need help with creating a masking effect

I was hoping someone could help me figure out how the banner at the top of this template with the masked stars was created. I think it used a mask but i have no idea how to create this effect i have tried several different things but nothing is seeming to work. If anyone could help me I would greatly appreciate it. The link to the template is below. I am fairly new to flash. Thank you in advance for any help.
