# Photoshop measurement problem need help

ok i created a A4 dimension file… then i create another file which is 32mm wide 32mm high… then i want to send a layer in my 32by32mm file to the A4 size file… the 32by32mm layer in the A4 size file is very much smaller and does not constrain to its actual dimension… how do i fix this?
