# Photoshop question

I’ve started using photoshop for a couple of weeks now and I’m pretty much comfortable using it. I have this one question though that has been eating at my mind for the past couple of days.

Using a photo, how can one obtain the effect found at this link: [http://www.okflavor.com/heliozilla/projects/METROPOP/hi-fi/img\_1.jpg](http://www.okflavor.com/heliozilla/projects/METROPOP/hi-fi/img_1.jpg) ?

Any ideas?

it’s simple

mess with the "cutout’ filter under artistic

remember, if you want it in monocrome make a layer of the color of your choice on top of that layer and change the blend mode to color.

feel free to ask me what the heck im talking about if im not making any sense
