# Question on these Flash Templates

A friend of mine suggested I go to this [site](http://www.templatemonster.com/) and look at the Full fash site templates. I know this seems like a dumb question but, do these creators use some sort of tool to create these Flash sites? Seems like everything in the sites are the same just change the look.
