hello all my ? is, whats the best INEXPENSIVE way to record CLEAR voice. im working on my protfolio and i need to record voice for it, or not need to but want to.

everytime i try i get this nasty NOISE in the background all the time so i want to record voice without the ‘noise’

can n e one help me
