That “refund portal” phrasing makes me wonder who actually has standing to file. Is it only the importer of record with all the customs entry numbers, or can smaller shops do it without a broker? ---

That “importer of record” bit feels like the key, since you mentioned the portal probably wants customs entry numbers and paperwork — do you know if they’re letting anyone file with just invoices/POs, or is it strictly tied to the importer-of-record account and those entry IDs? ---

Wait yeah I think importer-of-record is basically the “account” they recognize — invoices/POs prove you paid someone, but they don’t prove you’re the party on the customs entry. I’m not 100% sure, but I’d bet the portal wants entry numbers tied to the IOR and anything else is going to bounce or get kicked into manual review. ---
