# Scrollbar on a layer!?

i fixed my problem kinda.  
i got a scrollbar on the right side of the layer.  
under properties \> overflow \> auto  
the problem is, that i can only scroll on the scrollbar itself. not with the wheel on my mouse. how do i fix that?
