# Setting overflow to scroll doesn't work

I have attached a basic framework for a website. I want a vertical scrollbar to show. Tried changing overflow and overflow-y to scroll but that doesn’t work. An empty container appears on the right. But there’s no bar in it making it useless. What am I supposed to do here?
