# Simple Revolving Banner?

Wonder if any of you experts on here can help me, Im trying to do something which I assumed would be very simple but despite by best efforts its all going very very wrong.

I was asked to do something similar to this;

Im trying to do it in Flash CS4 v10 but its is confusing the hell out of me

Any help would be much appreciated
