# Syncing animation to frame rates

I dont know if this is possible, but for my website on flash, its 27fps  
and i want to load in my animation swf file externally but my animation is in 12fps  
is there way i can load in my animation to the website without any frame rate conflict?  
or is there a way i can sync a sound in there but its mute throughout the entire animation?
