# Trying to figure out a menu

I have been surfing the net and I ran across an AWESOME site (I thought anyway) well inside this site they had a menu that I thought looked great. and just attempting to gain a new skill I was wondering how the did the TV Snow in light (I guess u call it that) effect. ![](http://forum.kirupa.com/uploads/kirupa/416/c1a7a791a3ce0ccb.jpg)

I have no idea how they did this. My Questions are like

Did they use images and tweening or what?  
or did they accomplish it with Actionscript
