No clue, but I wish I had a web cam.

Hey Alex… Netmeeting from Microsoft. It’s pretty easy to set up, and is NOT a hosting company. Instead it allows two people who are running the software on their respective machines to hook up a connection over the internet, sharing cams, microphones, and other neat tools. Last time I checked it was still a free download from Microsoft.
SeeUCme is also a popular program, but they charge for thier program to be sure.
On the up side, Flash MX recognizes Cameras as an object and will stream stuff through players if they are built correctly. I’m looking into this myself and will certainly make a tutorial up if I come across anything useful. It looks really easy to do. I’m hoping looks are not deceiving.

as david said, netmeeting is one option for live “real time” chats.
if you are looking for something that just allows people to see you every time you update your cam image, i suggest kabcam. i’ve been using it for about a year now and its a really neat program. what it allows me to do is capture cam pictures every x seconds and upload them to the internet. it also has an archive feature.
i also use yahoo! chat software for the live chat. i have also seen yahoo! webcams embedded in an html page. i have yet to figure out how to do it, but it is very cool nonetheless.
