That’s cheap land. 83 acres anywhere else in Cali will run well over 10milllion. 83 acres isn’t much for a town though, just to let you know. If you wanted a shopping center alone, that’d take up what, 30-40 acres. You afterall need parking, plus all of the basics. Considering the average house sits on 1/4 an acre of land, you’d only be able to have about 120 houses in the entire town.
I’d just build condos and a huge mall to make it an attraction 
I’ve also been looking for land for an airport, the flat grasslands would work perfectally

Seriously? Up here you can get a quarter section for about 2mil so 80 acres is only 1mil - that’s Canadian dollars too.
