The water level in the town has dropped by 13 to 15 centimetres.
But for a town engulfed in ice and water nearly to roof level, that’s not much.
Residents who have been allowed to check out their homes discovered their basements and ground floors were filled with solid ice.
People won’t be able to return home for weeks, and officials warn the water could begin to rise again at any time.
Houses and vehicles are locked in ice. The walls of some homes have started to buckle under the pressure. Interior walls and ceilings are crumbling from moisture buildup.

The people of Badger are bracing for a long wait before they can go home. Officials in the flooded and ice-crusted town say that relief may not come until the spring thaw – still months away.
