API alternatives?

hi, this is however connected with flash Cookie alternatives topic. i just checked the publish HTML with SCORM tracking in flash and have noticed API which i think a gateway that sends the responses to the LMS. im trying to create a local LMS which can track SCORM courses locally. i hope you guys have any ideas. thanks and it’ll be appreciated.
