Banners

I’m trying to make a banner for a webpage, but am having some difficulties. I’m trying to create a border to be put in a layer above an animation for the banner. But whenever I try to paste to border in (from photoshop, fireworks, etc) it ends up with the middle being all white and thus hiding the movie. any ideas?
