does anyone know how to make something like when you put your mouse over a picture it will play a song and when you take your mouse off the picture it will stop playing

This worked for me:
Open the editing window for the button (double-click on it in the Library, for instance).
Use the PROPERTIES window to make these edits:
Set the UP state of the button to STOP the sound you want associated with it - this will stop the sound when the mouse moves out.
Set the OVER state of the button to START the sound.
Set the HIT state of the button to STOP the sound.
That should do it.
