Centered Layout Layer DropDown Menu

I am having problems with IE and a centered Layout - Layer Dropdown menu…it looks fine in Firefox and Safari, but IE drops the main layer about 10pixels…i am attaching the HTML document…is contains all the CSS…any help is appreciated…
