I have partially finshed my contact form section of my site, and when I test it out from my computer from a local folder, it works fine. But when I upload it to my site, it doesn’t (the send button does not bring up the redirect page).

Upload your .FLA and double check that the path to the contact redirect-to page is the same as the path you put in the Movie and the path that it is on your computer (the path that works).
Yep it’s a path problem. Your local path and your internet (relative or absolute) paths are totally different.
