CSS Positioning of Text

I’m going to make changes to a template that has a lot of inline styles. I want to remove the CSS to stylesheets, but before I do, I’d like to figure out why Firefox is displaying the text farther from the top than IE. All the positioning is “absolute” so the elements should be in the same spot. But no. Can anyone spot the problem here?

If you’re using Firefox, you’ll see that the line “Click Next when you are ready to continue.” appears over the navigation buttons. In IE the text is positioned properly. All the text appears lower on the UI in Firefox.
