Different fps on each layer

Is it possible to have the layer’s fps like this:

Layer 1 FPS = 2
Layer 2 FPS = 4
Layer 3 FPS = 4
Layer 4 FPS = 2

if it is, how ?
have searched the forum and in the help, nothing helpfull
