Flash Frame Dragger for MX2004?

Hello,
does anyone out there have any idea on how to create a simple click and drag frames for flash MX 2004 ? If that makes no sense here is exacly what i’m after:

just skip through the different items in the simple effects library and you will come across the FrameDragger.

   This was a great component by Martijn de Visser back in 2002.


   for some reason this component does not work when published in flash mx2004….I know i can change the publish settings but a project i am currently working on requires the movie to be published in flash 7 and AS 2 .0…..
   any advice?
