Help me with my user login

hi in niel can anyone please help me with my user logon. wat i want i that when i regester a new user it will create an external .txt file like (user.txt) which contains the username and password. and the next time il logon it will also verify to that txt file to see if my username exist!! tis it also possible to put a simple encryption to that txt file??
