I came across this templete that you can buy, and it to me isn’t woth buying but there is some clouds there that to me are totally awesome. How do you get the cloudes to move like they have here?

The clouds are moving and the other clouds are like glowing or something. I think that is just layer masked? But the clouds moving are just awesome.
Are there any tutorials around that could teach me how to do this?
