see the file attached. i wanna be able to do that in flash, and obviously i want it to be smoother (i did the .gif in five seconds with animation shop, its just an example)

Here is one way
All you need is a simple motion tween of a rectangular symbol. If you spread it over a large number of frames and increase the fps rate it should come out nice and smooth.
